AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog
AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.
Study Shows Repeated Partiality in AI Suggestions
The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the 29 October election.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the study pointed out.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.
The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.
All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
